I have brown, thick, layered hair with bangs on the side. I have to wear black spandex, purple shirt, knee pads, long socks, and blue shoes. But what should I do with my makeup? hair? etc.

Make Up- Don't wear make-up, be natural, it's not cheerleading

any way that will make you look a bit older (say a year or two than you are now) that way - when you look back years from now - you'll think you really looked good and not like a young dumb kid who was simply "fitting in"
